Do you only do UX for sites you've built?

No. Many UX projects start with a review of an existing site, whoever built it.

Can UX work help us decide whether to rebuild?

Yes. A review often shows whether improving the current site or starting again is the better option, with estimates for both.

Is accessibility part of it?

Always. Good UX and accessibility go together, and we design to WCAG 2.2 AA.
